In 1985, the information technology industry and the government (AIST, a part of MITI) joined forces to establish INSTAC (Information Technology Research and Standardization Center) within the Japanese Standard Association (JSA) (new window) as they perceived a growing need to strengthen the ability to draft Japanese Industrial Standards (JIS) relating to information technology in a more timely manner.
INSTAC, a non-profit organization, fulfills the following responsibilities:

Conducts research activities in the field of information technology with a view to identify the needs for standardization

Drafts JIS in the field of information technology

Promotes interchange between various standardization bodies, domestic or overseas, national or regional/international, with a view to smooth exchange and disseminate information
